The School of Public Policy “Mother Teresa” was officially launched on 28 of January 2011.
The School was opened with welcome speech by Dr. Zhidas Daskalovski – Director of the School of Public Policy “Mother Teresa” and Abdulakim Ademi – Vice Prime Minister/member of the Program Advisory Board of the School.

12:15 Session five: Free Expression and prohibitions against defamation in Macedonia (Discussion: Proving libel; for example: In the US, there are several ways a person must go about proving that libel has taken place. First, the person must prove that the statement was false. Second, that person must prove that the statement caused harm. And, third, they must prove that the statement was made without adequate research into the truthfulness of the statement. These steps are for an ordinary citizen. In the case of a celebrity or public official trying to prove libel, they must prove the first three steps and they must also prove that the statement was made with the intent to do harm.)

12:15 Discussion: freedom of expression and its restrictions (Under the European Convention on Human Rights, freedom of expression is subject to a wide range of possible restrictions, including national laws banning speech likely to incite or “stir up” hatred against people on the basis of race, ethnic origin, religion or sexual orientation. Iceland goes further, criminalising speech that simply ridicules or insults someone on those grounds. Brazil, Singapore, Serbia, New Zealand have similar race-hate laws. In the UK, it is now a crime for someone to use threatening words or behaviour only “if he intends thereby to stir up religious hatred”. The new law does not outlaw “expressions of antipathy, dislike, ridicule, insult or abuse of particular religions”. Comedians and satirists will thus be able to continue to poke fun at religion without fear of prosecution. But members of the far-right British National Party will no longer be able to claim that Muslim gangs are grooming and raping British children and women, helping turn British society into a “multiracial hell”, as Nick Griffin, the party’s leader, is alleged to have said.
