Working Groups and the Implementation of the OGP Action Plan in the First Quarter

This paper observes the way WGs function and the degree to which they have implemented measures of the NAP (2014-2016) so far. This analysis is mainly informed by interviews conducted with six coordinators of the WGs and by their first round of quarterly reports submitted to the Ministry of Information Society and Administration (MISA).
