We’re proud to unveil the first study within our BEALERT Project, implemented across six countries—Italy, Croatia, Slovenia, Montenegro, Albania, and North Macedonia—as a major step forward in transforming how local communities and authorities prepare for and respond to climate change risks. These countries share similar vulnerabilities due to climate change, and BEALERT addresses them through a collaborative, interregional approach that fosters cooperation and best-practice sharing across borders.
A crucial phase of the project is the inception analysis, which lays the strategic and technical foundation for the development of the BEALERT platform. This comprehensive analysis identifies key challenges related to climate change impacts in geographically diverse relief areas and explores how digital mapping tools can be effectively utilized as part of the solution. The resulting platform will be a robust, web-based tool enabling both one-way alerts and two-way communication between emergency responders and citizens—ensuring timely, localized, and actionable information.
The inception analysis involves:
- Assessing the challenges, needs, and opportunities linked to climate change and digital mapping tools, forming the basis for pilot actions and joint solutions across the project regions.
- Reviewing international research on Artificial Intelligence and Big Data modeling applied to early forecasting and early warning systems to incorporate cutting-edge technology into the platform.
- Mapping potential stakeholders who could benefit from and contribute to the platform, informing effective engagement strategies.
- Designing methodologies for impact measurement and feedback collection to support continuous improvement during pilot testing and beyond.
- Documenting and reporting the inception analysis and launch events comprehensively, including agendas, participant details, media materials, and outcomes.
BEALERT presents an early warning system enhanced by AI, designed to reduce climate change risk exposure in the IPA ADRION inner areas. By integrating AI, big data, and interactive tools, the platform empowers local risk managers, authorities, and citizens to act swiftly and efficiently in the face of climate-related natural disasters such as floods and forest fires.
The inception analysis also fosters collaboration among at least 11 higher education and research institutions across the Adriatic-Ionian area, promoting knowledge exchange and a harmonized approach to climate adaptation and resilience. By combining advanced technology, community engagement, and regional cooperation, BEALERT sets a new standard for local-level resilience and climate adaptation, enabling communities to better prepare for and respond to environmental risks.
