Project: BEALERT: Early warning system connected to an Artificial Intelligence module to improve the preparedness of local responsiBlE for risk mAnagement reducing cLimate changE Risk of local communiTies
The project is within the framework of the CRPM Sustainable Development Program, sub-program Climate Change. The project presents an interregional cooperation project for enhancing preparedness of local communities and risk managers in climate change and establishing of a platform for efficient risk management, integrating AI and big data.

BEALERT is a project aimed at addressing common challenges faced by seven countries: Italy, Croatia, Slovenia, Montenegro, Albania, and North Macedonia. These challenges include vulnerability to climate change and risks like flooding, earthquakes, and forest fires.
Its main goal is to reduce climate change risk exposure in IPA ADRION inner areas by raising awareness and enhancing preparedness among local communities and risk managers, such as local authorities and civil society organizations. This is achieved through a platform integrating data collection, big data analysis, artificial intelligence, interactive maps, and warning message dissemination
The project introduces innovative solutions, such as the BEALERT platform and application, featuring AI and interactive maps, to serve local communities and authorities. It also includes capacity-building initiatives for local authorities and risk managers, awareness campaigns for stakeholders, and enhanced cooperation among emergency responders to improve preparedness and reduce climate change exposure.
The main output is a web-based platform for local risk managers (local authorities, civil society organizations, etc.), accessible via any browser. The platform integrates interactive maps, emergency data management, and administrative information, with public access to selected data. A connected mobile application enables real-time access, citizen reporting, and two-way communication between communities and authorities. A pilot action will test the platform in real conditions.
The project is implemented by a transnational consortium of eight partners from seven countries, coordinated by the Catria & Nerone Mountain Union, ensuring knowledge exchange, dissemination, and long-term sustainability.
BEALERT strengthens local-level emergency response by combining technology, AI-supported predictions, and community engagement. It supports faster decision-making and localized information sharing—such as road closures or flooded infrastructure—complementing regional and national alert systems and enhancing resilience to climate-related risks.
The BEALERT project officially launched with a partner meeting hosted by the Municipality of Ajdovščina on November 2024. It included a press conference, project planning sessions, and discussions on digital solutions for civil protection.
CRPM developed the BEALERT Inception Report, analyzing territorial risks, stakeholder needs, and existing early-warning systems across partner countries (Italy, Croatia, Slovenia, Montenegro, Albania, and North Macedonia). The analysis provides an evidence-based foundation for platform and app development.
In May 2025 a multi-stakeholder meeting gathered local authorities, emergency services, civil protection, and civil society to identify local risks, needs, and coordination gaps.
Among the attendees were the Mayor of Gostivar Municipality, leaders and representatives from the Fire Fighting Unit, local Protection and Rescue Directorate offices, police, Ministry of Interior inspectorate, Red Cross, and crisis management agencies.
The 2nd Partner Meeting of the BEALERT project was held from 23 to 26 July 2025. Partners reviewed project progress, work package activities, and stakeholder findings. The meeting included field visits focused on flood risk mitigation and wildfire prevention, as well as a public transnational thematic round table.

The CRPM team took part in the Climateurope2 Festival in Belgrade (29 September – 2 October, 2025), hosted by the Center for the Promotion of Science, under the theme “Empowering Society Through Climate Services.” The event brought together experts, policymakers, and innovators from across Eastern Europe to share knowledge and solutions for climate resilience.
