The Center for Research and Policy Making (CRPM) took another important step in advancing the Guardian Shield project with the successful completion of its first workshop, held on November 19, 2024, at Hotel Solun in Skopje. This event marked the beginning of a series of capacity-building activities designed to operationalize a referral mechanism that strengthens community resilience against radicalization and violent extremism.
The workshop brought together key stakeholders, including representatives from local governments, civil society organizations, law enforcement, and educational institutions. Dr. Marija Risteska, Executive Director of CRPM, and Mr. Pavle Trajanov, National Coordinator for Countering Violent Extremism and Terrorism, opened the event by emphasizing the importance of a functional referral mechanism as a critical tool in addressing the challenges posed by radicalization. Participants engaged in dynamic discussions focused on defining clear objectives for the referral mechanism and aligning its design with North Macedonia’s legal and institutional frameworks. The workshop also addressed the integration of multidisciplinary teams to ensure a comprehensive and coordinated approach.
The workshop resulted in a shared understanding of the measurable and actionable objectives required to make the referral mechanism effective. Participants clarified the roles and responsibilities of all involved actors, fostering mutual accountability and collaboration. Valuable recommendations emerged, including strategies for overcoming barriers such as resource constraints and trust-building among stakeholders. These outcomes will form the foundation for the development of Standard Operating Procedures (SOPs) to guide implementation.
Addressing Emerging Challenges
The workshop also delved into contemporary threats, such as online radicalization and the reintegration of foreign fighters. The discussions highlighted the need for a proactive approach to addressing these challenges, including the establishment of a data-sharing framework among multidisciplinary teams to ensure consistency and confidentiality.
The outcomes of this workshop will inform the development of Standard Operating Procedures (SOPs) to guide the implementation of the referral mechanism. In the coming months, CRPM will continue to engage stakeholders through additional training sessions and collaborative activities.
