The Center for Research and Policy Making (CRPM) in 2024 launched the “Guardian Shield” project, an initiative designed to operationalize a referral mechanism to strengthen community resilience against radicalization and violent extremism in North Macedonia. Funded by Hedayah’s STRIVE Global Program Phase II, this project reflects a strong commitment to addressing pressing challenges through collaboration and innovation.
Kickoff Meeting with the National Coordinator
A pivotal step in this journey was the kickoff meeting with the National Coordinator for Countering Violent Extremism and the Fight Against Terrorism (NCCVECT). This meeting not only formalized the partnership but also set the stage for a shared vision and collaborative approach to project implementation. The National Coordinator and National Committee for Countering Violent Extremism and Counter-Terrorism (NCCVECT) committed to providing strategic guidance, participating in the Project Management Board, co-organizing discussions on the referral mechanism, and supporting the testing of this model in selected municipalities. Their role will be instrumental in ensuring that the project aligns with national policies and effectively addresses community needs.
About the Guardian Shield Project
The Guardian Shield project builds upon CRPM’s extensive experience and prior success in countering violent extremism, including the Educate2Prevent and Passage4Prevent initiatives. These projects laid the groundwork for capacity-building among educators and the development of a community-based referral mechanism to address radicalization.
This 18-month project aims to implement and test a referral mechanism in three pilot municipalities—Gostivar, Kumanovo, and Shtip. The selection reflects the specific needs of these communities, including their experiences with foreign fighter returnees and potential risks of extremism. Key components of the project include:
- Capacity Building: Training for multidisciplinary teams, civil society organizations, and local authorities to enhance their ability to identify and address radicalization;
- Piloting the Referral Mechanism: Testing and refining a model that integrates education, social work, law enforcement, and community engagement;
- Community Engagement: Promoting collaboration among stakeholders to build trust and ensure the sustainability of the initiative.
The kickoff meeting underscored the shared commitment of CRPM and NCCVECT to creating resilient communities through innovative and inclusive solutions. With the active participation of the National Coordinator and other stakeholders, the Guardian Shield project is poised to make a significant impact in strengthening the country’s framework for preventing radicalization and extremism.
